The latter case is a matter of being lucky with having the right people in your gamer group - not something you can count on, really. If you want to organise something like this you should look at students or people with good contacts within student organisations inside university cities. Those are the people who are most likely to a) want to help b) may have the capability.

As for v-con: I don't think that event will come back, at least not in the forseeable future. Unless somebody manages to bribe Dirkje into considering it, and even then we'd have to think hard about it.
