Personally I don't think it's necessary to  make such a list. I think gradually discovering recurring personages and people you hate is part of your ongoing exploration of PFS as a player. When you finally play the adventure that makes you realize why everyone else seems to hate Sheila for example, or when you wonder why everyone else is groaning when they hear they've been called up by Dreng.

I guess we could make a list or link to an existing list, but I also think it's a GMs duty to explain certain points of a story if players haven't encountered something/someone before. At the same time: if your character has never performed a mission for Drandle Dreng, is it so strange that you do not know what he is like? Your partymembers will fill you in or you'll notice it yourself when you do get a mission.
