She appears in most Riddleport-related scenarios. I remember GM-ing her (at least) once for you, but I agree, she's less memorable than Dreng. She's a bit haughty and cool, which can easily turn into blandness.

To be fair, I find most VC briefings rather perfunctory. Season 0 and 1 did some interesting stuff with them, and starting with 6, that's picking up again, but in between it's mostly a random guy instructing you and then telling you to get off his lawn.

Well, that's a good example. I've been playing PFS for about a year and a half now, and I don't remember the name Sheila at all, nor do I recall anyone  mentioning hating her. So if that is going to be a plot point somewhere, it would benefit from more info.
