I agree with Gerard on this one, although I'm not sure as to the UMD DC's in general.

As to deity-specific spells, I believe you need to be within one step of the alignment of a deity to be allowed to use a deity-releated spell. You are allowed to change deity at any given time (probably out of session ,though) for free, though, provided you don't have any class features that rely on it, in which case you would need to check the Retraining rules.
How this works for classes that have a limited set of known spells, I don't know either.

I would say it takes a DC 25 Use Magic Device check to activate a scroll / potion for a racial spell: the racial spell is not on your list if your are of a different race. That is in addition to other required UMD checks.
For the deity it is less clear-cut. Why don't you just change to the wanted deity? But I think the same approach as for the race could be used. DC is not given in UMD description, I suggest 25: easier than a specific alignment, but harder than emulating a class feature. Some might say it is just a class feature and then the DC is 20.
